28 Shih Tzus surrendered to animal shelter

CHEYENNE, Wyo. — A dog owner has dropped off at the Cheyenne Animal Shelter 28 Shih Tzus that were in poor condition.
The shelter says the dogs, which range in age, needed medical attention, and their fur was matted with feces and urine.
The animal shelter's Kate Miller tells KGWN-TV (http://bit.ly/S9i9F2) "we haven't seen animals come in this condition in quite a while."
No charges have been filed against the dog owner, whose name has not been released.
