Ideas to solve school growth come at a price

Campbell County School District has a reserve of $18 million allowed by Wyoming law that it can dip into to open new schools.
Much of that reserve is used to pay one-time costs to open new or replacement schools. It’s also used to pay the costs of those schools for the first year, which aren’t reimbursed by the state until a year after they’ve been in operation. More
