The Campbell County Board of Commissioners met
in regular session, Tuesday, August 20, 2019. Chairman
Bell called the meeting to order at 9:00 AM. Pastor Erin
Youngs led in prayer and Chairman Bell led the Pledge
of Allegiance.
Present were Rusty Bell, Del Shelstad, DG Reardon,
Mark Christensen, Bob Maul, Commissioners; Kendra
Anderson, Deputy County Clerk and Carol Seeger,
Deputy County Attorney.

Commissioner Shelstad moved to approve all items
on the Consent Agenda as presented. Commissioner
Maul seconded the motion. All Voted-Aye. Carried.
There was no Public Comment given.
Matt Olsen, Staff Engineer, presented a Landfill One
Remediation project update.
Commissioner Reardon moved to approve the
Memorandum of Understanding between the Board
of Campbell County Commissioners and Wyoming
Department of Transportation for the participation in
the Commercial Air Service Improvement Plan, for the
period ending June 30, 2022, as presented. Commissioner Christensen seconded the motion. All Voted-Aye.
Carried.
Commissioner Christensen moved to approve the
Contract for Services between the Board of County
Commissioners and Council of Community Services,
in an amount not to exceed $35,000, from the Optional
One Percent Sales Tax, for the period of July 1, 2019
through June 30, 2020, as presented. Commissioner
Reardon seconded the motion. All Voted-Aye. Carried.
Commissioner Christensen moved to approve the
Contract for Services between the Board of County
Commissioners and Campbell County Prevention
Council, in an amount not to exceed $7,737, from the
Optional One Percent Sales Tax, for the period of July
1, 2019 through June 30, 2020, as presented. Commissioner Maul seconded the motion. All Voted-Aye.
Carried.
Commissioner Reardon moved to approve the
Contract for Services between the Board of County

Commissioners and Personal Frontiers, in an amount
not to exceed $30,000, from the Optional One Percent
Sales Tax, for the period of July 1, 2019 through June
30, 2020, as presented. Commissioner Maul seconded
the motion. All Voted-Aye. Carried.
Commissioner Shelstad moved to approve the
Contract for Services between the Board of County
Commissioners and Gillette Reproductive Health, in
an amount not to exceed $25,000, from the Optional
One Percent Sales Tax, for the period of July 1, 2019
through June 30, 2020, as presented. Commissioner
Maul seconded the motion. All Voted-Aye. Carried.
Commissioner Reardon moved to approve the Contract for Services between the Board of County Commissioners and the Boys and Girls Club of Campbell
County, in an amount not to exceed $49,500, from the
Optional One Percent Sales Tax, for the period of July
1, 2019 through June 30, 2020, as presented. Commissioner Christensen seconded the motion. All Voted-Aye.

Commissioner Shelstad moved to approve the Contract for Services between the Board of County Commissioners and Second Chance Ministries, in an amount
not to exceed $20,000, from the Optional One Percent
Sales Tax, for the period of July 1, 2019 through June
30, 2020, as presented. Commissioner Maul seconded
the motion. All Voted-Aye. Carried.
Commissioner Maul moved to approve the Contract
for Services between the Board of County Commissioners and AVA Community Arts Center, in an amount
not to exceed $8,000 from the Optional One Percent
Sales Tax, for the period of July 1, 2019 through June
30, 2020, as presented. Commissioner Christensen
seconded the motion. All Voted-Aye. Carried.
Commissioner Shelstad moved to approve the change
in classification for the position of Executive Director
Human Resources/Risk Management, to Band 35,
Range 82 and the job description for the position to
require 7-8 years of experience, as recommended and
presented by the Personnel Committee. Commissioner
Reardon seconded the motion. All Voted-Aye. Carried.
Commissioner Christensen moved to approve the
submission of the Wyoming Court Supervised Treatment Program State Fiscal Year 2020 Surcharge Funding Application to the Wyoming Department of Health,
as presented. Commissioner Maul seconded the motion.
All Voted-Aye. Carried.

Commissioner Christensen moved to approve
Amendment One of the Construction and Maintenance
Agreement between the State Transportation Commission of Wyoming, Campbell County Wyoming, and
BNSF Railway Company, as presented. Commissioner
Shelstad seconded the motion. Commissioner Christensen - Aye, Chairman Bell - Aye, Commissioner Maul
- Nay, Commissioner Shelstad - Aye, Commissioner
Reardon - Aye. Carried.
Commissioner Christensen moved to approve the
Offer to Acquire Real Estate and Acceptance between
Campbell County, Tri-State Generation and Transmission Association Inc. and Basin Electric Power Cooperative, for a parcel in which to locate and upgrade Garner Lake Road, consisting of approximately 26.82 acres
for payment of the total sum of $27,255; approve the
Offer to Acquire Real Estate and Acceptance between
Campbell County and Western Fuels-Wyoming, Inc.,
for a parcel in which to locate and upgrade of Garner
Lake Road, consisting of approximately 9.01 acres
for payment of the total sum of $23,095; approve the
Offer to Acquire Real Estate and Acceptance between
Campbell County and Jackie M. Burkhardt and Vickey
D. Burkhardt, Trustees for the Burkhardt Family Trust,
for a parcel in which to locate and upgrade Garner Lake
Road, consisting of approximately 31.56 acres in total
for payment of the total sum of $51,700, as described
and presented. Commissioner Maul seconded the
motion. All Voted-Aye. Carried.
Commissioner Christensen moved to convene into
executive session to discuss attorney client privileged
information and personnel. Commissioner Maul seconded the motion. All Voted-Aye. Carried.
The Board reconvened into their regular meeting at
11:45 AM.
There being no further business to come before the
Board of Commissioners, the meeting was adjourned
at 11:45 AM. The next regular meeting of the Commissioners will be held Wednesday, September 4, 2019,
at 9:00 AM in the Commissioners Chambers in the
Courthouse.
