Decker said he tends to see the blacks and whites in things and charcoal is the easiest medium for him to express that. “It’s just a fun way to express ideas, themes or emotion,” Decker said. The Wyoming State High School Art Symposium will be April 25-27 in Casper. It will be open to the public from 9 a.m. to 5 p.m. April 26 and 9 a.m. to noon April 27.
