Um, everyone has a mobile device capable of taking high quality video. Were you suggesting otherwise?
You do know that 99.9% of the video we have all seen was video taken by the people who did the damage and posted to their public social media accounts, right? Just unfortunate that some people choose to look the other way rather than face the facts.
